ANTES: Everything you need to know to simplify your import customs formalities

Do you manage your company's imports and want to improve efficiency while complying with customs regulations? Do you sometimes feel overwhelmed by the complexity of pre-clearance procedures? If so, find out how ANTES can transform your day-to-day business!

Launched by the DGDDI, the ANTES system (Notification de Présentation des Marchandises et Dépôt Temporaire) aims to simplify and secure import formalities by dematerializing several essential stages. ANTES is gradually replacing the PNTS (Presentations Nationales en Transit Simplifié) system, for a more modern and efficient management of goods flows. In this article, we'll explore ANTES' functionalities, its benefits and how to prepare for it effectively.

What is ANTES?

ANTES is an online platform that centralizes two main import formalities:

  1. Notification of goods presentation.
  2. Temporary deposit declarations (DDT).

ANTES consists of four modules:

  • PN (Presentation Notification): to declare the arrival of goods.
  • TS (Temporary Storage): to manage temporary repositories.
  • GA (Goods Accounting): for tracking temporarily stored goods.

The system is aimed not only at freight forwarders and customs representatives, but also at companies involved in import/export, carriers and temporary depot managers.

Why adopt ANTES?

1. Simplified procedures

By interconnecting with other systems such as ICS 2 (Import Control System), ANTES considerably reduces administrative duplication. For example, operators can automatically import data from sea or air manifests.

2. Increased security

ANTES guarantees complete traceability of goods, from the moment they enter to the moment they leave the temporary warehouse. This reduces the risk of fraud, facilitates customs controls, and contributes to the fight against terrorism and the trafficking of illegal goods.

3. Time saving

With the option of submitting a DDT in advance, or combined with a notification of presentation, ANTES speeds up formalities. You avoid delays caused by incomplete or incorrectly filled-in documents, which optimizes your operations and reduces your delivery times.

Case in point: How does a DDT work in ANTES?

Imagine a company importing electronic products by sea freight. Before ANTES, it had to :

  • Submit a separate Entry Summary Declaration (ENS) and Temporary Deposit Declaration.
  • Transfer information manually between systems.

With ANTES, companies can :

  1. Reuse ENS data already deposited in ICS 2.
  2. Submit a combined DDT directly via ANTES.
  3. Monitor the status of your goods in real time with the GA module.

What changes for operators?

1. Mandatory declaration of temporary deposit

Even for short stays, goods must be declared in ANTES. This guarantees total traceability from the moment of arrival.

2. Meeting deadlines

  • 90 days maximum for temporary depots. This period may vary depending on the type of goods and the applicable customs procedure.
  • 3 to 6 days for temporary storage facilities (LADT/IST), depending on the applicable regime.

3. Interoperability with existing systems

If you're using a cargo community system (CCS) in ports or airports, don't worry: ANTES is compatible and allows for a seamless transition.

How to prepare for ANTES

  1. Train your teams: Online training modules are available on the DGDDI website and on e-learning platforms dedicated to international trade.
  2. Adapt your systems: Consult ANTES interface contracts for EDI (Electronic Data Interchange) connections to automate information exchanges with the ANTES platform and your own systems.
  3. Anticipate your declarations: Prepare your ENS and manifest goods before they arrive to simplify the transition to temporary storage.

ANTES represents a major step forward for logistics and international trade professionals. By simplifying procedures and reinforcing traceability, this system helps you to manage your imports with peace of mind. Take the time to familiarize yourself with its functionalities today, so you can be fully operational when it is deployed.
